If you're looking for the ultimate commuting pannier, the Ortileb Urban may well be it. Renowned for its quality and features, it's made from a 100% waterproof material. Unlike other brands, however, it won't soak up any water, rather, it'll just let it run straight off so that the bag doesn't become heavier for the rider.
Additionally, it can be used either as a standard roll-top pannier, or you can attach a strap (sold separately) to make it into a messenger bag. The attachment locking system is secure, and you'll never have to worry about the bag flapping around. This pannier is proof you absolutely get what you pay for!
This 3-in-1 bag can be utilised either as a pannier, a messenger back or a classic backpack. The bag is available in either an 18 or 25 L capacity, which you can pick depending on whether you want to carry just your sandwiches and laptop, or whether you'd like the room for a few bits of shopping too.
The bag has three attachments which work universally on all bike racks, and secure it well. Material-wise, it's made from PVC, which is at once easy to maintain, durable and waterproof.

Coming in at around £100 for a pair of incredibly well-made panniers is also tremendous value for money. If you're looking for a set of panniers that you can be sure will handle the British weather, carry plenty of goods, and still look good, you'll be hard-pressed to find anything much better than these.
Crafted from a PVC and polyester blend, this bicycle bag is tear-resistant and will not damage easily. The material also provides light rain resistance, and it comes with a waterproof cover should the heavens open. The set consists of two side bags and one top bag, enabling a somewhat smaller footprint by putting some of the luggage behind the rider.

Inside the bag, there are three sleeves, including a padded one which would be ideal for a laptop up to 13". The attachment is simple and easy, thanks to the use of Alturas 'klickfix' system, which releases the bag at the touch of a button.
If you're regularly transporting a mini office in your pannier to local coffee shops or co-working spaces, this bag is going to be ideal. Inside there are pockets, mesh sections for pens, chargers and cables, and a designated laptop space for devices up to 15". Plus, it effortlessly transforms into a backpack when you arrive at your destination.
There are a couple of disputes. The zippers can be tough to work and regularly frustrate users, often sticking out at unimaginable angles. Plus, it is a little on the expensive side.
If you're working on a limited budget, or just thinking of picking up a commuting pannier to test out before going and splashing the cash, then this option from PedalPro could be the way to go. The material is water-resistant, so should stand up to general splashes, but might not be the best choice if you have electrical goods in there.
Unfortunately the company doesn't divulge the pannier weight or its capacity, although they do provide the dimensions (47 x 27 x 13 cm). It could be a bit of a gamble, but if you like to try before you buy, it might be worth the smaller price.
Altura makes a whole range of different panniers, but the Dryline 2 will be perfect for those who like their goods to be well organised. The large 56 L capacity bag is split between multiple pockets, all with padded construction. Additionally, the fabric is robust and 100% waterproof.
It has to be said that this is a pretty excellent purchase, which excels in most areas. The one area it does not, however, is the weight. Coming in at over 2 kg, one or two of these could make getting up those countryside hills just that little bit tougher.
This set from Thule comes in blue, fluorescent yellow, or black, with each offering the choice of either small or large, which are 14 L or 24 L respectively. The panniers also have reflective elements all over the bag, perfect for those darker mornings and evenings.
We do have some concerns though. Firstly, the bag only has a top attachment mechanism, which means that it could be a little wobbly when you're riding. Secondly, although you're paying for a pair, it is one of the more expensive options out there, whilst also being one of the smallest.
